New Study Finds Gun Storage Mandates Ineffective, Training Makes the Difference

A new study is raising serious questions about government-mandated firearm storage laws, finding that safety training — not state storage mandates — was the strongest predictor of whether gun owners securely stored their firearms.

The findings challenge a central argument behind laws requiring gun owners to store their firearms according to government-imposed standards.

As NRA-ILA reported, the study found no significant relationship between state firearm storage laws and whether surveyed gun owners reported using secure storage practices.

For Texas Gun Rights, the findings reinforce an important distinction: promoting responsible firearm ownership is not the same as giving government officials more authority over how Americans keep firearms in their homes.

Study Finds Training More Effective Than Mandates

The study published in Crime & Delinquency examined survey responses from 1,078 self-reported gun owners.

Researchers evaluated several factors, including firearm ownership, safety training, household composition, and firearm storage practices.

Their findings revealed several notable trends.

Gun owners who had received firearm safety training were more likely to report using secure storage methods than those without training.

Households with children were also more likely to report secure firearm storage.

But the most significant finding concerned government mandates.

The researchers found that state firearm storage laws were not significantly associated with secure storage behavior among respondents.

Instead, firearm safety training emerged as the strongest predictor of secure storage practices.

The findings suggest that education and training may be more effective at encouraging responsible storage practices than imposing additional legal requirements.

However, because the study relied on self-reported survey responses, it does not establish that storage mandates have no effect in every circumstance.

Supreme Court Has Already Addressed Mandatory Storage

The debate over government-mandated firearm storage is not new.

In the landmark 2008 decision District of Columbia v. Heller, the U.S. Supreme Court struck down a Washington, D.C., requirement that firearms in the home be kept unloaded and disassembled or secured by a trigger lock.

The Court concluded that the requirement violated the Second Amendment because it prevented lawful gun owners from keeping functional firearms readily available for immediate self-defense.

The ruling did not invalidate every possible firearm storage requirement, but it established an important constitutional limitation on government restrictions that interfere with armed self-defense inside the home.

That distinction remains relevant today.

Gun owners have legitimate reasons to secure firearms against unauthorized access. They also have a constitutional right to possess firearms for self-defense.

Texas Gun Rights maintains that government should not impose sweeping storage requirements that prevent lawful citizens from accessing their firearms when they need them most.

TXGR: Responsible Ownership Without Government Mandates

Texas Gun Rights supports responsible firearm ownership while opposing unnecessary government restrictions on the right to keep and bear arms.

The new study provides evidence that voluntary safety education may have a stronger relationship with secure storage practices than state mandates.

That finding deserves attention as lawmakers across the country debate additional firearm storage restrictions.

“Responsible gun ownership doesn’t require another government mandate,” said TXGR President Chris McNutt.

“This study shows that education and training are associated with safer storage practices, while politicians keep pushing laws that can interfere with a family’s ability to defend itself. Texans deserve the freedom to make responsible decisions about protecting their homes.”

For TXGR, the issue is not whether firearm safety matters.

It does.

The question is whether lawmakers should impose broad restrictions on lawful gun owners when education, training, and individual responsibility may offer a more effective approach.

Texas Gun Rights will continue monitoring firearm storage legislation and holding lawmakers accountable for policies that affect the right of Texans to defend themselves and their families.
